and quality assurance include ISO 9001, and the Software
Engineering Institute's (SEI) Capability Maturity Model
(CMM). Continuous process improvement is based on many
small, evolutionary steps rather than revolutionary
innovations . As such, the SEI SW-CMM provides an
excellent foundation for a software process improvement
program (although ISO 9001 has also been proven). The
SW-CMM provides a framework for organizing the
evolutionary steps into five maturity levels; initial,

agencies and the Department of Defense. The SEI provides
